The Government approved the Status Report and the Annual Plan for the development and renewal of information resources in the administration and the information resources of the Unified Electronic Communications Network of the State Administration and for the needs of national security.
The two documents include data on the hardware devices, software and information systems in administrations, software licenses, horizontal and centralized systems of e-government, registers in administrations, the shared communication and information infrastructure for the needs of e-government, electronic administrative services.
The Report, which covers the period from 01.01.2022 to 31.12.2022, examines the main registers and systems of the central administration, which are already connected through the Inter-register Data Exchange Environment. Concrete actions have been taken, for administrations to exchange data on an official basis, instead of demanding it from citizens and businesses. The created possibility to pay debts through a Central virtual POS terminal eliminates the need to pay transfer fees and commissions. An opportunity is provided for citizens to pay them from anywhere in the world, with credit or debit cards issued including outside the country.
In the field of network and information security, the regulatory framework is well developed, but the problem of its implementation by the administrative bodies remains. More than half of them have not conducted an internal audit of the security of their information systems.
The national electronic identification scheme provided for in the Electronic Identification Law has not yet been established, which slows down the development of e-government and to a certain extent limits the access of citizens and businesses to electronic administrative services, including cross-border ones.
The Annual Plan identifies the measures to be taken in 2023 for the development of information resources in the administration and the Unified Electronic Communication Network of the State Administration and for the needs of national security.
