The main road and railway lines pass through the territory of the municipality, carrying out the transport links between the Danube and the Black Sea part of Bulgaria with the capital Sofia and South Bulgaria.
As an administrative and territorial unit the municipality has existed since 1979 and includes 7 settlements.
Much of the historical cultural values in the municipality are located in the Lavrov park near the village of Gorni Dubnik, where the battles for the liberation of Pleven in the course of the Russian-Turkish War (1877-1878) took place. The park is named after General Major Vassiliy Lavrov (commander of the Finnish Guards' Battalion), who died in the Battle of Gorni Dubnik.
