The municipality borders to the north with the municipality of Lom, to the east with the municipality of Vulchedrum, to the south with Boychinovtsi municipality and Montana municipality, and to the west with Medkovets municipality. The municipality has 4 settlements with a total population of 4 889 inhabitants.

The second-class road II-81 Sofia - Montana - Lom, the railway line Sofia - Vidin - Lom and the third-class road ІІІ-818 - Dolno Tserovene - Dolni Tsibar are passing through the territory of the municipality.

The territory of the municipality is 221 958 decares, of which over 93.3% is agricultural land, 4.2% are settlements and zones, 2.3% are forest areas and 0.9% are water areas.
