Zimnicea is a town in Teleorman County, Muntenia, Romania. It is located at the southernmost point of the country, 40 km from Alexandria County, 130 km from Bucharest and 180 km from Craiova. It is located in the Danube Delta, and Suhaia and Goşca Island are located nearby and have been designated by the Government of Romania as protected areas of national interest. It has a population of 14,058 inhabitants (2011), being the fourth largest in the county.

To the west of Zimnicea lies a Geto-Dacian fortress from the 4th century BC. But the first documentary testimony of the city dates back to 1385 under the name of "Dezimnikos" by the Christian pilgrims who had been to Jerusalem and crossed the Danube here. In 1835 it was the 12th largest city in Wallachia and an important customs and trade point. Zimnicea was the seat of Teleorman County in 1837 and 1838 and in 1877.

Following the 1977 earthquake, local authorities reported the destruction of 80% of the city, but no victim. After the Revolution, these data were questioned and the destruction was said to have been caused by the overwhelming jealousy of city leaders at that time, though the then-mayor, Sandu Dumitru, denies. The reconstruction program was initiated by Ceausescu's order, and although it lasted for three years, a lot of uncompleted dwellings remained.
