The State Agency for Electronic Governance (DAEU) reported the real progress in the introduction of the official start in the provision of administrative services, reducing the administrative burden for the citizens and the business and limiting the paper administration in Bulgaria during the first year of its work in the period 1 December 2016 to 31 December 2017

With the establishment of the State Agency for e-Government for the first time, Bulgaria has a separate structure with powers in the field of e-government, including issuing obligatory instructions and instructions to all administrations. The management, coordination, control and implementation of e-Governance policies are centralized and are for the first time identified as a national priority.

During the first year of the SEAE, all the necessary technological, methodological and regulatory conditions for access to data from the state administration registers through RegiX, maintained by the Agency, were developed and developed. As of December 31, 2017, through the Environment, administrative authorities have access to up to 62 registers maintained by 22 primary data controllers. More than 110,000 applications have been registered on average per month for receiving data from registers required to perform an internal electronic administrative service in compliance with the principle of data exchange.

The DAEU has made a decisive contribution to the tangible reduction of the administrative burden on citizens, businesses and the optimization of processes within the administrations themselves. The administrative authorities were obliged to suspend citizens 'and businesses' requirement for 12 certificates in the provision of administrative services. They will now be replaced by business registers via the RegiX Interregional Exchange Registry.

In 2017, the State Agency for Electronic Governance undertook the most significant up to date national action to limit the paper administration in the Republic of Bulgaria. The actual introduction of purely electronic document flow between administrations is now a fact when, since September 2017, the Agency has established and imposed as standard for all administrative bodies a single technical protocol for the exchange of electronic documents. All electronic statements between administrations will only be done through electronic document circulation systems, and the paper exchange between the administrative structures will be definitively discontinued from 1 November 2018.

In 2017, the State Agency for Electronic Management developed and implemented in real life the key horizontal components of eGovernment. The first e-governance component, which works effectively and functions effectively as a new electronic administrative service for administrations, citizens and businesses, is the secure e-service system. From November 22, 2017, the DAEU provides a new e-mail service "Electronic Mail Service". The system is an electronic equivalent of the registered mail with a return receipt. By 1 February 2018, all administrative bodies should register profiles in the e-Service system. All administrations that do not have their own document flow systems will also use this key component of eGovernment.

For the first time, the uncontrolled spending of public funds for information and communication resources by the administrations has been stopped by real control as appropriate. The control carried out by the EASA is the first step towards the real commitment of the costs of information and communication technologies to the costs of providing electronic administrative services. For the first time, eGovernment costs and information and communication technologies are separated from administrative and maintenance costs.

The State Agency for Electronic Governance started the development of a unified and obligatory for all administrations architecture of the central components of e-government. The architectural framework of e-governance will unite all processes of information systems development and information and communication infrastructure in the country. The framework sets out the basic standards and guidelines for change of the e-government work processes in the administration. The unified architecture of eGovernment will change the model of financing the creation and development of information systems, ensure the sustainability and consistency of the e-government model in the Republic of Bulgaria.
